Collective Confusion as Civilizational Phase: Beyond Misinformation into Structural Epistemic Collapseالارتباك الجماعي بوصفه طوراً حضارياً: من التضليل إلى الانهيار المعرفي البنيوي

The epistemic crisis is not bad information inside a working system. It is a phase in which the shared ground for assessing any claim has collapsed, and the tools built to correct false content cannot reach a problem they were never designed to address.الأزمة المعرفية ليست معلومات سيئة داخل منظومة سليمة. إنها طور انهارت فيه الأرضية المشتركة لتقييم أي ادعاء، وصارت أدوات تصحيح المحتوى الزائف عاجزة عن معالجة مشكلة لم تُصمَّم لها.


The crisis is not that people believe too many false things. That is the surface. The deeper problem is that many publics no longer share the procedures by which a claim becomes more or less believable.

Misinformation assumes a working epistemic floor. A false claim appears, a correction arrives, and the public can in principle update. That model still matters. It works for many cases. It does not describe the phase we are entering. In the confusion phase, correction reaches people after trust in the corrector has already collapsed. The issue is no longer content quality alone. The issue is verification itself.

C. Thi Nguyen’s distinction between epistemic bubbles and echo chambers sets the boundary. A bubble is a structure from which relevant voices have been left out, often by accident. An echo chamber is a structure from which relevant voices have been actively excluded and discredited. The difference is practical rather than decorative: exposure to outside evidence can break a bubble, and the same exposure can harden a chamber. Collective confusion goes further than either. It names the condition in which verification institutions compete inside an environment that has already learned to read every act of verification as factional performance.

Four forces drive the phase.

First, cognitive overload produces resignation. The familiar story says that more information makes citizens more critical. That is too clean. At high volume, information does not reliably produce skepticism. It produces exhaustion. People stop judging claim by claim and outsource trust to whatever system stands closest: the platform, the influencer, the party, the group chat, the confident voice that arrives before the others. Arendt named the endpoint. In a late interview she observed that if everybody always lies to you, the consequence is not that you believe the lies, but that nobody believes anything any longer, and that a people which can no longer believe anything cannot make up its mind. The political function of falsehood is not persuasion alone. It is the removal of the ground on which judgment would have to stand.

Second, borderless influence has become a geopolitical instrument. RAND’s “firehose of falsehood” model characterized contemporary Russian propaganda by four properties: high volume across many channels, rapid and continuous repetition, no commitment to objective reality, and no commitment to consistency. The aim is not to win each argument. It is to make stable factual ground look naive. This is cheaper than territorial coercion and harder to attribute than conventional aggression. A state no longer needs to own the public sphere it wishes to damage. It needs only to inject enough contradiction into it.

Third, platforms convert epistemic asymmetry into infrastructure. Zuboff’s name for the condition is epistemic inequality: unequal access to learning imposed by hidden mechanisms of information capture, production, analysis, and control, or, in her own formulation, the widening abyss between what people can know and what can be known about them. The platform models the user’s susceptibility with a precision the user cannot return. Confusion is therefore not merely an accident inside such a system. It becomes tolerable, and at intervals profitable, when attention, anger, fear, and identity threat hold users in place. The public becomes legible to the platform long before the platform becomes legible to the public.

Fourth, institutional trust is no longer eroding in one place at a time. Gallup’s October 2025 reading placed American trust in mass media at 28 percent, the first time the measure fell below 30 percent, down from 31 percent a year earlier, with 51 percent among Democrats, 27 percent among independents, and 8 percent among Republicans. Edelman’s 2026 Trust Barometer, drawn from roughly 34,000 respondents across 28 countries, reported that seven in ten people are unwilling or hesitant to trust someone whose values, background, or sources of information differ from their own. The OECD’s 2024 trust survey, covering 30 member countries, found a larger share reporting low or no trust in their national government, 44 percent, than reporting high or moderately high trust, 39 percent, and treats trust as an operating condition of government rather than as a mood. None of these findings proves civilizational collapse. Together they describe a pattern that cannot be reduced to one bad newspaper, one election, or one platform.

The threshold claim needs discipline. A society has not crossed into collective confusion merely because people disagree, distrust elites, or believe false things. Disagreement is normal. Distrust is often rational. The threshold is crossed when four indicators converge: cross-institutional trust falls below the level public adjudication requires; correction loses political force across politically mixed populations; rejection of verification institutions becomes a credibility signal rather than a liability; and the institutions that supply verification lose capacity and reach at the same moment.

The second indicator has to be stated carefully, because the evidence does not say what pessimism assumes. Nyhan and Reifler’s much-cited 2010 experiments found cases in which a correction hardened the misperception it targeted. That finding has not survived testing at scale. Wood and Porter examined fifty-two contested issues across more than ten thousand subjects and found no correction that reliably produced backfire; their subjects broadly accepted factual information even where it cut against their commitments. Walter and Murphy’s meta-analysis of sixty-five studies found that corrective messages do move belief in misinformation, though far less in politics than in health, and far less against misinformation encountered in the world than against misinformation built in a laboratory. Nyhan himself later concluded that the durable problem is not backfire but decay: the accuracy a correction buys tends not to last or accumulate, and is overwhelmed by cues from elites and media promoting more congenial claims.

That is the failure worth naming. Correction is not psychologically impotent. It is politically weak. The individual mind updates and then drifts back, because the surrounding environment supplies no authority able to hold the update in place. The problem was never only inside the head of the person being corrected. It sits in the structure that decides whose corrections count.

Each indicator can be measured, though imperfectly. Trust surveys capture one layer. Correction research captures another. Media capacity, local news decline, fact-checking reach, judicial trust, scientific confidence, and platform dependence capture others. None is sufficient alone. The claim becomes serious only when they move together.

Habermas does not disappear here, but he becomes less sufficient. Communicative action assumes that the norms built into serious speech can be recovered once domination is exposed. Collective confusion is harsher. It holds that the infrastructure which lets speech bind has itself been damaged. Truth, sincerity, and rightness still matter. They do not function politically unless publics share enough procedure to recognize them.

The claim is also narrower than Baudrillard’s. Simulation describes a world in which the sign has severed every relation to a reality it might once have represented. Collective confusion describes something more ordinary and more tractable: institutions that still refer to a real world and have lost the standing to be believed about it. The first condition is metaphysical and admits no repair. The second is institutional, and can be dated, measured, and in principle reversed.

This is where the Project of Synthesis has to be careful. “Civilizational phase” is a dangerous phrase if it becomes a mood. It is useful only if it forces measurement. A phase has indicators, thresholds, and exit conditions. If it cannot be falsified, it is rhetoric wearing a lab coat.

The exit condition matters. Collective confusion is not eternal. Phases end through collapse, adaptation, or reconstruction. Collapse is the oldest path. Adaptation is slower. Reconstruction is the one that requires theory. A public sphere cannot be rebuilt by adding more facts to a space that has lost the authority to receive them. It has to rebuild the conditions under which a fact can count.

That reconstruction will not be neutral. Every actor claiming to rebuild verification is also claiming power. The question is not whether power enters the process. It already has. The question is whether the new verification architecture can make its own power visible enough to be contested.

That is where the paper has to stay unresolved. The confusion phase names the damage. It does not yet name the institution that can repair it without becoming another machine of control.

تفترض فكرة التضليل وجود أرضية معرفية سليمة: يظهر ادعاء زائف، ويصل تصحيحه، ويستطيع الجمهور من حيث المبدأ أن يعدل حكمه. ولا يزال هذا النموذج ذا قيمة، وهو يصدق في حالات كثيرة، غير أنه لا يصف الطور الذي ندخل فيه. ففي طور الارتباك يبلغ التصحيح الناس بعد أن تكون الثقة بالجهة المصححة قد انهارت. لم تعد المسألة مسألة جودة المحتوى وحدها، بل صارت مسألة التحقق ذاته.

ويضبط التمييز الذي وضعه سي. ثي نغوين (C. Thi Nguyen) حدود هذه المسألة. فالفقاعة المعرفية بنية تُركت الأصوات الأخرى خارجها، وربما جرى ذلك من غير قصد. أما غرفة الصدى فبنية أُخرجت منها تلك الأصوات إخراجا متعمدا وجرى تكذيبها. والفارق بينهما عملي لا زخرفي: فالتعرض للأدلة الخارجية قد يبدد الفقاعة، والتعرض نفسه قد يزيد غرفة الصدى صلابة. أما الارتباك الجماعي فيتجاوز الحالتين معا؛ إذ يسمي وضعا تتنازع فيه مؤسسات التحقق داخل بيئة تعلمت أن تقرأ كل فعل تحقق بوصفه أداء حزبيا.

وتدفع هذا الطور أربع قوى.

أولا: يفضي الحمل المعرفي الزائد إلى الاستسلام. تقول الرواية الشائعة إن وفرة المعلومات تجعل المواطن أشد نقدا، وهي رواية أنيقة أكثر مما ينبغي. فعند الحجوم الكبيرة لا تولد المعلومات الشك على نحو مطرد، بل تولد الإنهاك. عندئذ يكف الناس عن الحكم على كل ادعاء بمفرده، ويوكلون ثقتهم إلى أقرب نظام إليهم: المنصة، أو المؤثر، أو الحزب، أو مجموعة الدردشة، أو الصوت الواثق الذي يسبق سواه. وقد سمّت حنة أرندت (Hannah Arendt) هذه النهاية في حوار متأخر معها، إذ قالت إن الكذب الدائم عليك لا يفضي بك إلى تصديق الأكاذيب، بل إلى ألا تصدق شيئا بعد ذلك، وإن شعبا لم يعد قادرا على تصديق شيء لا يقدر على حسم أمره. فوظيفة الكذب السياسية ليست الإقناع وحده، بل نزع الأرض التي يقوم عليها الحكم.

ثانيا: صار التأثير العابر للحدود أداة جيوسياسية. فقد وصف نموذج مؤسسة راند (RAND) المعروف بـ”خرطوم الأكاذيب” الدعاية الروسية المعاصرة بأربع خصائص: ضخامة الحجم وتعدد القنوات، والسرعة والتكرار المتصل، وانعدام الالتزام بالواقع الموضوعي، وانعدام الالتزام بالاتساق. وليست الغاية كسب كل سجال، بل جعل الأرض الواقعية الثابتة تبدو ضربا من السذاجة. وهذا النهج أرخص من الإكراه الإقليمي، وأعسر في نسبته إلى فاعل بعينه من العدوان التقليدي. فلم تعد الدولة محتاجة إلى امتلاك الفضاء العام الذي تريد الإضرار به، وإنما يكفيها أن تبث فيه من التناقض ما يكفي.

ثالثا: تحوّل المنصات اختلال التكافؤ المعرفي إلى بنية تحتية قائمة. والاسم الذي تعطيه شوشانا زوبوف (Shoshana Zuboff) لهذه الحال هو “اللامساواة المعرفية”: تفاوت في فرص المعرفة تفرضه آليات خفية لالتقاط المعلومات وإنتاجها وتحليلها والتحكم فيها، وهو في صياغتها الهوة المتسعة بين ما يستطيع الناس معرفته وما يمكن أن يُعرف عنهم. فالمنصة تنمذج قابلية المستخدم للتأثر بدقة لا يملك أن يبادلها إياها. ومن ثم لا يكون الارتباك مجرد عارض يقع داخل هذا النظام، بل يصير محتملا، ومربحا في أحيان كثيرة، ما دام الانتباه والغضب والخوف والتهديد الهوياتي تبقي المستخدمين في أماكنهم. وهكذا يصير الجمهور مقروءا للمنصة قبل أن تصير المنصة مقروءة للجمهور.

رابعا: لم تعد الثقة المؤسسية تتآكل في موضع واحد كل مرة. فقد وضع قياس مؤسسة غالوب (Gallup) في تشرين الأول/أكتوبر 2025 ثقة الأمريكيين بوسائل الإعلام عند 28 في المئة، وهي المرة الأولى التي ينزل فيها المؤشر دون 30 في المئة، بعد أن كان 31 في المئة قبل عام، بواقع 51 في المئة بين الديمقراطيين، و27 في المئة بين المستقلين، و8 في المئة بين الجمهوريين. وأفاد مقياس الثقة الصادر عن مؤسسة إيدلمان (Edelman) لعام 2026، المبني على نحو 34 ألف مستجيب في 28 بلدا، بأن سبعة من كل عشرة يمتنعون عن الثقة بمن يخالفهم في القيم أو الخلفية أو مصادر المعلومات، أو يترددون فيها. أما مسح منظمة التعاون الاقتصادي والتنمية (OECD) لعام 2024، الشامل ثلاثين بلدا عضوا، فوجد أن نسبة من تنعدم ثقتهم بحكوماتهم الوطنية أو تضعف، وهي 44 في المئة، تفوق نسبة من يثقون بها ثقة عالية أو مرتفعة نسبيا، وهي 39 في المئة، وهو يعامل الثقة بوصفها شرطا تشغيليا للحكم لا مزاجا عابرا. ولا يثبت أي من هذه النتائج انهيارا حضاريا، لكنها مجتمعة ترسم نمطا لا يرد إلى صحيفة سيئة واحدة، ولا إلى انتخابات واحدة، ولا إلى منصة واحدة.

وتحتاج دعوى العتبة إلى انضباط. فالمجتمع لا يكون قد عبر إلى الارتباك الجماعي لمجرد أن الناس يختلفون، أو لا يثقون بالنخب، أو يصدقون ما ليس بصحيح. فالاختلاف طبيعي، وانعدام الثقة كثيرا ما يكون عقلانيا. وإنما تُعبر العتبة حين تتقاطع أربعة مؤشرات: أن تهبط الثقة عبر المؤسسات دون المستوى الذي يقتضيه الفصل العام في القضايا، وأن يفقد التصحيح قوته السياسية عبر جمهور متباين الانتماء، وأن يصير رفض مؤسسات التحقق علامة مصداقية لا وصمة، وأن تفقد مؤسسات التحقق قدرتها وامتدادها في الوقت ذاته.

ويحتاج المؤشر الثاني إلى صياغة دقيقة، لأن الأدلة لا تقول ما تفترضه النظرة التشاؤمية. فقد وجدت تجارب براندن نايهن وجيسون رايفلر (Nyhan and Reifler) سنة 2010 حالات صلّب فيها التصحيح الاعتقاد الخاطئ الذي استهدفه. غير أن هذه النتيجة لم تصمد أمام التوسع في الاختبار. فقد اختبر توماس وود وإيثان بورتر (Wood and Porter) اثنتين وخمسين قضية خلافية على أكثر من عشرة آلاف مبحوث، فلم يجدا تصحيحا يولّد ذلك الارتداد على نحو منتظم؛ بل قبل المبحوثون في عمومهم المعلومة الواقعية حتى حين خالفت التزاماتهم. ووجد التحليل البعدي الذي أجراه ناثان والتر وشيلا مورفي (Walter and Murphy) على خمس وستين دراسة أن الرسائل التصحيحية تحرك الاعتقاد بالمعلومة المضللة فعلا، لكن أثرها في السياسة أضعف منه في الصحة بكثير، وأثرها في التضليل الذي يلقاه الناس في العالم أضعف منه في التضليل المصنوع في المختبر. ثم انتهى نايهن نفسه إلى أن المشكلة المعمّرة ليست الارتداد بل التآكل: فالدقة التي يكسبها التصحيح لا تدوم ولا تتراكم، وتغلبها إشارات النخب ووسائل الإعلام التي تروّج ادعاءات أكثر ملاءمة لهوى الجمهور.

وهذا هو موضع الإخفاق الجدير بالتسمية. فالتصحيح ليس عاجزا من الوجهة النفسية، وإنما هو ضعيف من الوجهة السياسية. يعدّل العقل الفردي حكمه ثم ينجرف عائدا، لأن المحيط لا يمدّه بسلطة قادرة على تثبيت التعديل. ولم تكن المشكلة يوما في رأس من يُوجَّه إليه التصحيح وحده، بل في البنية التي تقرر أي تصحيح يُعتد به ومن يملك إصداره.

ويمكن قياس كل مؤشر من هذه المؤشرات، وإن على نحو ناقص. فمسوح الثقة تلتقط طبقة، وأبحاث التصحيح تلتقط طبقة أخرى، وتلتقط طبقات أخرى قدرة وسائل الإعلام، وانحسار الصحافة المحلية، ومدى بلوغ التحقق من الوقائع، والثقة بالقضاء، والثقة بالعلم، والاعتماد على المنصات. ولا يكفي مؤشر بمفرده، وإنما تصير الدعوى جدية حين تتحرك هذه المؤشرات مجتمعة.

ولا يسقط هابرماس (Habermas) هنا، لكنه يصير غير كاف. فالفعل التواصلي يفترض أن المعايير المضمرة في الخطاب الجاد يمكن استعادتها متى انكشفت الهيمنة. أما الارتباك الجماعي فأقسى من ذلك؛ إذ يقول إن البنية التي تجعل للخطاب قوة إلزام قد أصابها العطب. ولا تزال الحقيقة والصدق والصواب أمورا ذات شأن، لكنها لا تعمل سياسيا ما لم تتشارك الجماهير إجراءات كافية للتعرف عليها.

والدعوى هنا أضيق أيضا من دعوى بودريار (Baudrillard). فالمحاكاة تصف عالما انقطعت فيه صلة العلامة بكل واقع ربما كانت تمثله. أما الارتباك الجماعي فيصف حالا أكثر عادية وأقرب إلى العلاج: مؤسسات لا تزال تحيل إلى عالم واقعي، وقد فقدت الصفة التي تجعل قولها عنه مصدقا. الحال الأولى ميتافيزيقية لا تقبل الإصلاح، والثانية مؤسسية تقبل التأريخ والقياس، وتقبل من حيث المبدأ أن تُعكس.

وهنا يلزم مشروع التوليف (Project of Synthesis) الحذر. فعبارة “الطور الحضاري” عبارة خطرة إن صارت مزاجا. ولا تنفع إلا إذا ألزمت صاحبها بالقياس. فللطور مؤشرات وعتبات وشروط خروج. وما لا يقبل الدحض خطابة ترتدي معطف المختبر.

وشرط الخروج هو ما يعوّل عليه. فالارتباك الجماعي ليس حالا أبدية، والأطوار تنتهي بالانهيار، أو بالتكيف، أو بإعادة البناء. والانهيار أقدم المسالك، والتكيف أبطؤها، وإعادة البناء هي التي تحتاج إلى نظرية. ولا يعاد بناء الفضاء العام بإضافة مزيد من الوقائع إلى فضاء فقد السلطة التي تؤهله لاستقبالها، بل بإعادة بناء الشروط التي تجعل للواقعة اعتبارا.

ولن تكون إعادة البناء هذه محايدة. فكل من يدّعي إعادة بناء التحقق يدّعي معه سلطة. وليس السؤال هل تدخل السلطة هذه العملية، فقد دخلتها بالفعل. وإنما السؤال: هل تستطيع بنية التحقق الجديدة أن تجعل سلطتها ظاهرة بما يكفي لأن تُنازع؟

وهنا يجب أن تبقى هذه الورقة بلا حسم. فطور الارتباك يسمي الضرر، ولا يسمي بعدُ المؤسسة القادرة على إصلاحه من غير أن تصير هي نفسها آلة سيطرة أخرى.
